West Northamptonshire Joint Core Strategy Local Plan (Part 1)
The Core Strategy sets out the long-term vision and objectives for the whole of the area covered by the former Daventry District, Northampton Borough and South Northamptonshire Councils for the plan period up to 2029, including strategic policies for steering and shaping development. It identifies specific locations for strategic new housing and employment and changes to transport infrastructure and other supporting community facilities, as well as defining areas where development will be limited. It also helps to ensure the co-ordination and delivery of other services and related strategies.
The following documents are published in accordance with Regulations 26 and 35 of the Town and Country Planning (Local Planning) (England) Regulations 2012, as amended, and Regulation 16 of the Environmental Assessment of Plans and Programmes Regulations 2004 (click on each for links):
The West Northamptonshire Joint Core Strategy (WNJCS) was adopted on 14 December 2014. The plan was found to be sound when assessed against the 2012 National Planning Policy Framework.
Regulation 10A Town and Country (Local Planning) (England) Regulations 2012 (as amended) requires local planning authorities to review a local development document within the following time periods:
(a) In respect of a local plan, the review must be completed every five years, starting from the date of the adoption of the local plan, in accordance with section 23 of the Act (adoption of local development documents)
The purpose of the 5 year review is to establish if a review in part or whole of the plan is required. The Council has committed to a review of the plan, with what will be called the West Northamptonshire Strategic Plan (WNSP) and has agreed a programme for its preparation in the Local Development Scheme. A review of policies in the WNJCS has been undertaken to comply with the regulation, however, given the commitment to review, it takes a proportionate, light touch approach.
The schedule below presents a review of the policies in the WNJCS against the National Planning Policy Framework (NPPF) (February 2019). It was supported by the West Northamptonshire Joint Planning and Infrastructure Board on 14th January 2020 and was subsequently endorsed by the former Daventry District, Northampton Borough and South Northamptonshire Councils.
