Expert assessors
Councils may refer Blue Badge applicants to an expert assessor when the information provided in the application is not sufficient to determine eligibility.
This typically happens when:
- eligibility is not self-evident: if it is unclear from the application and supporting evidence whether the applicant meets the criteria - especially for those with hidden disabilities or complex conditions - a referral helps ensure a fair and accurate decision
- further clinical insight is needed: expert assessors, such as occupational therapists or other qualified health professionals, can evaluate how a person’s condition affects their ability to walk or travel - this includes assessing physical limitations, psychological distress, or risk of harm during journeys
- to ensure consistency and fairness: referrals help councils apply the eligibility criteria consistently, especially in borderline or complex cases - this supports transparency and reduces the risk of incorrect approvals or denials
- to comply with regulations: the Blue Badge regulations allow for expert assessment when councils cannot determine eligibility based on the application alone - this is particularly relevant for applicants who may qualify under the “subject to further assessment” category
Who conducts the assessment
Assessments are conducted by expert assessors, who may include occupational therapists, physiotherapists or other qualified healthcare professionals.
These assessors must not be the applicant’s GP or someone with a close personal relationship to the applicant.
What the assessment involves
The assessment consists of:
- a desk-based review of the application and supporting evidence
- a telephone consultation
