Fairer housing allocations policy to support those most in need across West Northamptonshire

A refreshed Housing Allocations Policy is set to make access to social and affordable housing fairer, clearer and more consistent while ensuring those most in need of a home are given the highest priority.

The updated policy strengthens how limited social and affordable housing is allocated across West Northants, bringing greater transparency and consistency while fully aligning with national housing legislation and statutory guidance. The policy reinforces the Council’s commitment to supporting residents facing the most urgent housing challenges, including people who are homeless, victims of domestic abuse, care leavers, armed forces personnel, and those with complex health or welfare needs.

Demand for social housing is rising sharply both locally and nationally, and the reality is that there are far more people in need of a home than there are homes available.

West Northamptonshire, like many councils across the country, is experiencing unprecedented demand for social and affordable housing. Since April 2024, the Housing Register has seen a significant increase in applications, reflecting wider national pressures such as rising private rents, the cost-of-living crisis and a shortage of affordable homes. The revised policy helps ensure that housing resources are targeted where they can make the greatest difference.

The changes follow a comprehensive review and consultation with residents, partners and housing providers. They clarify eligibility rules, improve how housing need is assessed, and strengthen priority for households with the most serious and urgent needs, while providing clearer expectations for those whose needs may be better met through alternative housing options.

Alongside strengthening allocations, the Council continues to invest in delivering new affordable homes for local people. Major developments are coming forward across West Northamptonshire, including affordable housing at Harlestone Road, Ecton Brook, and Buckton Fields, which will contribute to increasing the supply of much-needed homes in the coming years.

The revised Housing Allocations Policy, approved by West Northamptonshire Council’s (WNC) Cabinet at their meeting this week (5 May), provides a single, coherent framework for West Northamptonshire and supports the Council’s legal duties, strategic housing priorities and commitment to protecting its most vulnerable residents.
