Inclusion Funding - Individual level
What the funding can support
- Evidence-based interventions: Targeted support aligned to identified needs
- Staff CPD: Training specific to a learner’s area of need
- Implementing professional advice: Actions recommended by external specialists
Who can apply
All levels:
- Eligibility: Mainstream primary or secondary settings in West Northamptonshire
Individual level (must evidence all):
- Less than expected progress: Barriers to learning and/or wellbeing in one or more areas
- Graduated response: At least two APDR cycles with impact evidenced
- Use of SEND Ranges: To identify needs and match provision
- Status: No EHC needs assessment (EHCNA) underway and no EHCP
- On roll: Learner is enrolled in the mainstream setting
- Provision type: Intervention is evidence-based and/or recommended by an external professional
Documents required to prepare
Mandatory
- Individual Support Plans: At least two APDR cycles with needs, actions, and impact
- Provision map: Fully costed, including the school’s contribution
- Funding application request page:
- Payment details, quotes (if relevant)
- Implementation timeline
- Impact measures
- Sufficiency plans post-intervention
- How learning will be shared
Optional
- Reports/advice from EPS, SaLT, OT, CAMHS, GP
- Use SEND Ranges: Build the Individual Support Plan - you can use the SEND Ranges without requesting IF; submit to IF only if needs persist after at least two APDR cycles
Application form
Submission of grant applications
All grant applications should be submitted to [email protected].
The subject line should state the level of funding being applied for: Individual, Setting or Community.
Any with the application form or any mandatory evidence missing will not proceed to the decision group.
Notification
Decision within one week of the meeting.
If unsuccessful or partially funded
No appeal, but feedback is provided.
Funding agreement
Sign to receive payment; funds are paid in full within 4 weeks of receipt of the signed agreement.

If requests exceed available funds
Individual priority order:
- Children known to a social worker
- Learners receiving pupil premium
- Children of armed forces personnel
Decision group membership
- IIST, EPS, Specialist Teaching Service, up to four SENCOs
Monitoring and sharing learning
Impact reporting:
- Post-intervention measures: Required from each setting; funding can be clawed back if not submitted
- School visits: IIST monitors implementation during link practitioner visits
- Annual feedback: A form is collected for each learner who received IF
Dissemination:
- Annual inclusion conference: Funded projects present learning and impact
- SEND Bulletin and HeadWest: Six-monthly report and case studies
- Dedicated webpage: Overview and directory of successful requests
- SENCO networks: Ongoing sharing of practice
