Proposed new public toilets at Abington Park

West Northamptonshire Council is proposing to build a new public toilet building at Abington Park. The new facility would improve access to toilets, particularly for families, people with disabilities and visitors using the playground and eastern side of the park.
The proposal has been developed with GSSArchitecture.
Why this is needed
The existing toilet building on the east side of the park has been closed for some time. It has suffered repeated vandalism and anti-social behaviour.
The building is in a location with poor visibility, this makes it unsafe and unsuitable to repair or reuse.
We have discussed the issue with key stakeholders, including members of The Abington Park Management Committee and Northamptonshire Police, who support the relocation of the toilets to a more suitable and visible area of the park.
What is proposed
The proposal includes:
- demolishing the existing toilet building and returning the area to grass
- building a new toilet facility near the playground and main paths
- placing the building where it is easy to see and access
The new building would be designed to respect the park’s historic setting. It would use locally sourced stone and a curved slate roof inspired by Victorian park buildings.
You can find details about Planning Application Ref 026/0025/FULL and the planning process in our planning register application form.
Toilet facilities
The proposed building would include:
- 7 self-contained toilet cubicles (a mix of single-sex and unisex)
- 1 wheelchair-accessible toilet (RADAR key access)
- 1 family toilet with baby changing facilities

Safety and security
To reduce vandalism and misuse, the design includes:
- CCTV coverage
- security-rated doors
- anti-climb features
- improved visibility from nearby paths and facilities
Sustainability and the environment
The proposal includes measures to reduce environmental impact, such as:
- solar photovoltaic (PV) slates
- rainwater harvesting for park irrigation
- permeable paving
- wildflower planting and biodiversity improvements
Why can’t the existing toilets be refurbished?
The building has been repeatedly vandalised and is in a hidden location with poor visibility. This makes it unsafe and unsuitable for refurbishment.
Where will the new toilets be located?
They will be near the playground and main pedestrian routes. This improves access and safety while limiting impact on views across the park.
How many toilets are proposed?
There will be 7 self-contained toilets, 1 wheelchair-accessible toilet and 1 family toilet with baby changing facilities.
Will the building fit with the park’s historic character?
Yes. The design uses traditional materials and a form inspired by historic park architecture. Removing the old building will also improve the park’s appearance.
What security measures will be in place?
CCTV, robust doors and anti-climb features will be used to discourage vandalism and anti-social behaviour.
How is sustainability being considered?
The building will use renewable energy, water-saving measures and local materials where possible.
When will work start?
If planning permission is granted, work is expected to start in early 2026.
