Third-Party Top-Up
A Third-Party Top-Up refers to an additional payment being made by someone other than the person receiving care. This may be a family member, friend or representative.
The Third-Party policy provides guidance for care providers, individuals, and third-party funders on how these arrangements will operate in practice. This is to ensure that they are applied consistently, transparently, and in line with statutory requirements.
Under the Care Act 2014, the Council has a duty to ensure that individuals have access to accommodation that is suitable for their assessed eligible needs. This should be with at least one option available within the individual’s personal budget.
Individuals may, however, choose alternative accommodation that exceeds the Council’s usual funding rates, in which case a Third-Party Top-Up arrangement may be agreed.
This policy aims to ensure that where such arrangements are in place, all parties have a clear understanding of the agreement, including financial commitments, responsibilities, and risks. It also supports the Council in meeting its statutory duties and ensuring that care placements remain appropriate and sustainable.
